Sounds like the Jackson River up here in Virginia, great tailwater, but no one is allowed on it.
I enjoyed fishing the Toccoa in August of 2006, it reminded me of smaller version of the South Holston tailwater, but still with nice, wild brown trout.

If he is a stocker he has been in that water a long time to get that good of color and to have those large fins.

How are NC and TN doing on keeping Hwy. 421 clear and salted this winter?

I did a quick check of a few state game and fish web sites, and it told me the answer.   Smallmouth are native to the Ohio River Valley drainage, but not to the Gulf or Atlantic drainage.
To answer you question, there should be smallmouth in the Toccoa River system.  TVA list smallmouth as one of the fish in Blue Ridge Lake, so they should be in the Toccoa, above the lake.
