On the South Holston I like to use a 14 parachute adams with a size 18 english pheasant tail as the dropper. You have the nymph a about a foot to two feet off the dry.
 It works well when you have a hatch of BWO.

As far as I know, there are no engine limits or size limits.

I would look at the Blacksburg and Radford area.
You should have 4 or 5 public take outs, and it is all quality water.
If you fish below Claytor Lake, you will have to learn to work with the releases from the dam.
Just make sure to wear a life vest, the river is not whitewater, but the undertow is very bad and drowns several people each year.
