I have a diabetic friend who gives me his test strip vials. Similiar to a film canister. I punch out a foam disk and glue it to the lid and fill the canister with Frogs Fanny. Keep 2-5 flies in the foam, when you are ready to use give it a quick shake, tap the top to remove excess and remove fly.

I really prefer Gink but after having two bottles expload on my waders and 1 in my luggage I have started using the powders a lot more.

You can find an old sewing machine w/ foot pedal for under ~$50. Gut it and mount the internal motor on a block of wood. Jimmy up a chuck to hold plastic fly line spools and you are all set.
