That conversion kit is only for the TiCrX rods and it’s for overhead, not traditional spey, casting.
As Carter said, the conversion kit is for the TiCrX series of rods and is designed for overhead (long distance, shooting heads) casting rather than spey casting.
Looks like the conversion kit makes it a switch rod:
