Fish Kill on the Bighorn?

I was told today that a gate on the dam at the Bighorn malfunctioned this week severely reducing the water flow and killing a lot of Browns.
Water flow literally dropped 3/4 of the water out due to a malfunction – I guess fishermen were bailing little smolts back into the main flow.
