There was a thread on NGTO where the local DNR specifically said to call the TIP (turn in poacher) hotline when you see the law breaking. This was more towards trout but I assume it would apply here as well. (800)-241-4113

Even if the DNR cannot respond that occurrence, it will be on their radar and enough calls can shift resources to the needed areas. I’d probably go that route versus direct confrontation. Without going into too much detail on a public forum, I’d say the TIP can be effective.
Shifting gears, as you know with this particular fishery, you only get maybe 1 day per week average over the last few years where fly-fishing is even viable due to water conditions. So I have no problem when other methods of fishing are used as long as it is in accordance with the law and ethical (which IMO is: if cut-bait use proper circle hooks, if lures no trebles, strong enough gear to land fish quickly, 99% of time C&R, respect to other anglers, etc.).
