    Lightroom 4 or Photoshop CS6 for serious editing.

    There are many free web services that offer photo tools if either of the above options are not something you will be using often.

    I assume you are asking about free online editing software.

    Gimp. It’s free and you can do some serious editing with it.

    To develop RAW files, I’d stick with the software that comes with your camera.

    If you want to spend money – not a lot of it – I’d look at Paintshop Pro and After Shot Pro.
