Anyone know any places in Georgia where you can legally plant quail?

Obviously on public land? Season opens up on Nov. 17 and I believe Gretchen is ready to start chasing some birds. There used to be a dog training facility on Allatoona Lake but the last time I tried to get to it the road was totally blocked and needed to be regraded something awful. I am also not sure you’re actually allowed to plant *and shoot* birds there — I think it is meant to just be a place to throw dummies and the like.
