Star inflatables offer some awesome boats that are bombproof, row great and are reasonably priced.
Streamtech & maravia make a great drifter but it was way out of my budget when I bought a raft.
I would stay on the smaller side (13′ or smaller) because you can launch a smaller raft down a bank much easier and smaller rafts get through skinnier waters easier.
I had an Avon scout 12′ with a clavey frame before i bought my drift boat and it was great. I commonly took it to canoe launches and dropped off of the side of banks that i would never consider with my drifter.
To me, oars did not seem to matter much with my raft. Unless you get a high dollar raised hull raft, oars do not make a huge difference to rowing imho. On a drifter its a totally different story though.
